Massachusetts residents buying unsubsidized individual health insurance through the Health Connector face an average 12.4% premium increase for 2027, while federal eligibility changes could leave thousands of legal immigrants without financial assistance.

Open enrollment runs Oct. 23 through Jan. 23, 2027. Nearly 350,000 residents currently have individual coverage through the marketplace, according to State House News Service reporting published by CommonWealth Beacon.

The broader insurance market covering individuals and small businesses has an approved average premium increase of 10.4%. Actual changes will vary by plan and customer.

Some immigrants will lose financial assistance

An estimated 30,000 to 35,000 lawfully present noncitizens in Massachusetts are expected to lose federal subsidy eligibility Jan. 1 under changes in federal law.

The Health Connector’s immigration guidance says affected residents will no longer qualify for federal premium tax credits or ConnectorCare, the state’s subsidized coverage program. They may still purchase marketplace insurance at full cost.

The changes do not apply to every noncitizen. Lawful permanent residents, including green card holders, and certain other immigration categories remain eligible for assistance, subject to income and other requirements.

Health Connector Executive Director Audrey Morse Gasteier said at an Oct. 7 briefing that the agency is particularly concerned about people losing subsidies and is working to help them understand their options.

Review coverage before renewing

Returning customers should check their renewal notices rather than assume their existing coverage will continue unchanged. Some plans are being discontinued, including options affecting Tufts Direct and Fallon Health members.

Customers should compare premiums, deductibles, prescription coverage and provider networks, and update their household and income information so the Connector can determine their eligibility for assistance.

Massachusetts generally requires residents to carry insurance that meets state coverage standards. Affordability provisions and exemptions apply.

For coverage beginning Jan. 1, customers must select a plan and make any required first premium payment by Dec. 23, according to the Connector’s enrollment deadlines. Enrollment completed after that deadline and by Jan. 23 provides coverage beginning Feb. 1.

Free help for Milton and Canton residents

Manet Community Health Center offers free enrollment assistance to South Shore residents. Customers can make an appointment through its health insurance navigation program by calling 857-403-1557.
