Milton's Housing Production Plan Advisory Committee meets Tuesday, Aug. 4, as it continues work on updating the town's housing blueprint, a document that expired after its last revision in 2020 and left Milton without a key tool to control where and how new housing gets built.

The committee, created by the Select Board in May 2026, is tasked with producing a new Housing Production Plan. Town Administrator Nicholas Milano serves as staff contact for the committee, which holds its sessions remotely via Zoom. Without an approved plan, Milton lacks what the state recognizes as a "safe harbor" from Chapter 40B comprehensive permit applications, which allow developers to bypass local zoning in towns that haven't met the state's 10% affordable housing threshold.

That's not a hypothetical risk.

As of October 2025, Milton had eight approved Chapter 40B projects totaling roughly 510 units, according to the town's Master Plan Implementation Committee report to the Select Board, Planning Board and Town Meeting. That report described the expired plan as creating "a temporary planning gap" and explicitly recommended updating it as a priority action.

The stakes are particularly visible along Milton's commercial corridors. The Milton Village Mixed-Use PUD Overlay, approved at Town Meeting in July 2020, and the East Milton Square Mixed-Use Overlay, approved at Town Meeting in 2025, are both directly affected by how the updated plan designates housing opportunity areas.

An approved Housing Production Plan can grant a town one-year safe harbor from unwanted 40B applications, provided it produces affordable housing at a rate of at least 0.5% of its year-round units annually. Without that shield, developers retain the ability to propose projects that sidestep local zoning rules.

Tuesday's meeting is held remotely under the extended Open Meeting Law provisions signed by Gov. Healey on March 28, 2025, which allow remote public meetings through June 30, 2027. The town's agenda posting for the Aug. 4 session did not detail specific discussion topics. No future meeting dates have been publicly posted.
